Fastmarkets RISI Viewpoint: The closure of Foley mill and the future of softwood dissolving pulp

BURLINGTON, MA, September 28, 2023-

By Hema Kalathingal, Economist, Specialty Pulp

The closure of Georgia-Pacific’s Foley mill in Florida has taken out an installed capacity of around 513,000 tonnes of softwood pulp from the market. The mill had the capacity to produce softwood dissolving pulp — including acetate, specialties and viscose grades — and softwood fluff pulp. The dissolving pulp (DP) capacity at the Foley mill made up about 16% of North American DP capacity and around 3% of the global total. With significant hi-alpha production at this mill, it made up around 12% of global hi-alpha production capacity and a quarter of the available softwood hi-alpha capacity. The closure of this mill has made us take a re-look at the growth and prospects of softwood dissolving pulp.
